Car Import from Abroad: What You Need to Know

When purchasing a car from abroad, it’s crucial to first study the legal and technical aspects of the process. In Azerbaijan, specific rules govern car imports, and compliance with these rules is mandatory.

Key steps when importing a car:

  1. Buying the car.
  2. Transporting the vehicle to the country.
  3. Preparing documents for customs authorities.
  4. Paying customs duties and taxes.
  5. Registering the car.

Documents Required for Car Import

To import a car, the following documents must be provided:

  • Purchase agreement: Confirms the purchase of the car.
  • Car’s technical passport: Includes information about the vehicle’s condition and specifications.
  • Invoice and payment documents: Confirming the payment for the car.
  • Transportation documents: Declarations, shipping documents, etc.
  • Personal identification: Passport or ID card.

These documents are necessary for customs clearance. Proper submission of all documents can speed up the customs procedures.

Customs Procedures and Expenses

Key payments:

  • VAT: 18% of customs value and duties.
  • Customs expertise fee: 30 AZN.
  • Certification fee: 30 AZN.
  • Electronic customs fee: 30 AZN.
  • Utilization fee:
    • Vehicles aged 4-7 years – 400 AZN.
    • Vehicles older than 7 years – 700 AZN.

a) Customs Duties

Customs duty is a tax calculated based on the car’s value. In Azerbaijan, the amount of duty depends on the car’s age, type, and brand. For instance, newer and more expensive cars are subject to higher duties.

b) VAT (Value Added Tax)

In addition to customs expenses, car buyers must pay VAT, which is 18% of the car’s value and duties.

c) Fees by the State Customs Committee

d) Insurance and Transportation Costs

Cars imported from abroad can be insured before transportation to protect against potential risks. Transportation costs (by sea, air, or land) are also covered by the buyer.

a) Car Registration

After customs clearance, the car must be registered with the relevant authority in Azerbaijan. This includes a technical inspection and payment of the registration fee.

b) Age and Condition

The age and technical condition of the car are assessed by customs authorities. Older cars may be subject to additional fees.

c) Environmental Requirements

Azerbaijan strictly enforces compliance with environmental standards. Cars that do not meet these requirements cannot be imported.

Tax Benefits for Electric and Hybrid Cars

In Azerbaijan, tax benefits apply to environmentally friendly vehicles:

  • Electric cars: Exempt from customs duty and VAT if their age does not exceed 3 years.
  • Hybrid cars: Exempt from VAT if their age does not exceed 3 years and the engine capacity is less than 2500 cc.
